Afriknews-mardi 22 janvier 2019-Des pourparlers pour la réforme de la Commission électorale indépendante (CEI) en vue de la présidentielle de 2020 ont débuté ce lundi 21 janvier à la primature en présence du premier ministre. Après une organisation mitigée des élections locales de 2018 par cette instance, qui ravive la tension politique, pouvoir et opposition sont parvenus à une prise de contact pour plancher sur sa reforme.Changements d’hommes, comme semble le vouloir le gouvernement ou bien une remise à plat de toute la machine, comme le demandent beaucoup de partis d’opposition ? Les discussions s’annoncent houleuses.
Côté opposition, on notait la présence du Pr Georges-Armand Ouegnin de la plateforme EDS dont le référent politique est le Président Laurent Gbagbo, du Pr Maurice Kacou Guikahué du PDCI-RDA, du Pr Bamba Moriferé du Rpci, de Pascal Affi N’guessan du FPI officiel, de Danielle Boni Claverie de l’URD, d’Henriette Lagou du Rpci-paix, de Kabran Appiah, etc…
Notons qu’en novembre 2016, le pays avait été épinglé par la Cour africaine des droits de l’homme et des peuples qui a estimé, dans un arrêt, que la CEI ivoirienne n’était ni indépendante ni impartiale.
A cette première rencontre, les participants espèrent voir le processus tenir compte de leurs attentes.
« Nous espérons que toutes les questions liées aux élections seront abordées, depuis le recensement des électeurs jusqu’à la proclamation définitive des résultats des différentes élections, en nous penchant particulièrement sur la situation de toutes les institutions impliquées dans ce processus », a déclaré Pascal Affi N’guessan, le président du Front populaire ivoirien de Laurent Gbagbo.
En reponse aux préoccupions, le pouvoir estime que l’actuelle CEI, créée en 2001, a fait l’objet de discussions et d’un consensus en 2013 et 2014. Et donc, « On ne peut pas faire fi de ce consensus », selon le Premier ministre Amadou Gon Coulibaly.
« Une fois que l’on se sera mis d’accord sur la structure, au niveau donc des hommes qui représentent les différentes sensibilités politiques, c’est à ce niveau-là qu'il pourrait y avoir quelques changements ici ou là, mais la structure elle-même de la CEI est, aujourd’hui, une structure qui permet donc d’avoir la représentation de l’ensemble des forces politiques qu’elles soient de l’opposition ou de la majorité dans notre pays », a-t-il projeté.
Quoi qu’il en soit, les partis ont deux semaines pour rendre leurs contributions. La société civile sera, quant à elle, reçue jeudi 24 janvier par le gouvernement.
Mais des partis de l’opposition clament déjà leur exclusion à ces discussions. Il s’agit de la partie en fronde du FPI dirigé par Simone Gbagbo, Alors que les partis politiques de l’opposition dans leur ensemble s’attendaient à des discussions inclusives sur la réforme de la Commission Electorale Indépendante(CEI), l’UPCI de Brahima Soro et le PIT Daniel AKA Ahizi et LIDER de Mamadou Koulibaly. Pour le cas du dernier parti cité, Monique Gbekia, la Présidente, affirme avoir été conviée formellement par le ministère de l’intérieur, mais stoppée à la guérite de la primature, « sous le prétexte que LIDER ne figurait pas sur la liste ».
